The “EU-India Conference on Standards & Emerging Technology” is a platform established by the the SESEI Project. The 5th edition of the Indo-European Conference will continue to serve as a platform for dialogue among policymakers, industry, and technical experts on priority areas, aiming to strengthen synergies on issues of mutual importance, identifying new areas and scope for collaboration and bridge gaps to ensure advancement through dialogue, discussion and sharing of best practices.

Artificial Intelligence including Cyber Security
Artificial Intelligence (AI) is accelerating digital transformation. As Per Article 3(1) of Europe’s AI Act defines an AI system as “A machine-based system that is designed to operate with varying levels of autonomy and that may exhibit adaptiveness after deployment, and that, for explicit or implicit objectives, infers, from the input it receives, how to generate outputs such as predictions, content, recommendations, or decisions that can influence physical or virtual environments. Both EU and India believe that Artificial intelligence can help find solutions to many of society’s problems. This can only be achieved if the technology is of high quality and is developed and used in ways that earns people’s trust. Both EU's and India are implementing or deliberating measures to ensure safe and secure AI and AI generated content.
In Europe, the EU’s AI Act is the first-ever legal framework on AI, which addresses the risks of AI and positions Europe to play a leading role globally. The aim of the Act is to foster trustworthy AI in Europe as It will make sure that AI systems used in the EU are safe, transparent, ethical, unbiased and under human control. The AI Act is part of a wider package of policy measures to support the development of trustworthy AI, which also includes the AI Continent Action Plan, the AI Innovation Package and the launch of AI Factories.
- European standards build on international work from ISO/IEC JTC 1/SC 42, while adding AI Act-specific requirements to provide a presumption of conformity with EU legislation.
- CEN-CENELEC JTC 21 (Artificial Intelligence) leads European AI standardization and supports implementation of the AI Act through harmonised standards. It has created a dedicated task group (TG) on inclusiveness to help facilitate the participation of all relevant stakeholders in AI standardization. The aim of the task group is to make recommendations to ensure and improve the inclusiveness of standards for AI and to contribute to their implementation.
- ETSI complements the AI framework through standards on AI security, trustworthy AI, cybersecurity, network automation and AI-enabled telecommunications, supporting secure deployment across digital infrastructure. The ETSI Technical Committee on Securing Artificial Intelligence (TC SAI) develops actionable standards and technical specifications to mitigate threats to and from AI systems. Their globally recognized frameworks and baseline standards cover the entire AI lifecycle, ensuring AI systems are secure, safe, and compliant with evolving global regulations like the EU AI Act. The primary standard for AI security is ETSI EN 304 223. It outlines 13 baseline cybersecurity principles and requirements for AI models and systems across five lifecycle phases: secure design, development, deployment, maintenance, and end-of-life. ETSI embeds responsible AI in 15+ sector-specific Technical Groups, for example to develop AI supply-chain testing and auditing methods (TC MTS AI Working Group), or guidelines for the health sector and health professionals (TC eHEALTH).
India's approach to Artificial Intelligence, often summarized as "AI for All," focuses on leveraging technology for inclusive growth, social equity, and economic development, prioritizing practical applications in sectors like healthcare, agriculture, and education.
- Ministry of Electronics & IT (MeitY) established AI task forces back in 2018 and launched the IndiaAI Mission to build a robust AI ecosystem, democratize AI access, and strengthen India's global AI competitiveness.
- Indian Govt. think tank - NITI Aayog's released its National Strategy for AI and identified Healthcare, Agriculture, Education, Smart Mobility/Transportation, and Infrastructure as priority sectors for AI adoption.
- BIS Technical Committee - LITD 30 (AI & Big Data) serves as India's mirror committee to ISO/IEC JTC 1/SC 42, driving the adoption and development of international AI standards.
- TEC under Department of Telecom has established an AI Standardization Committee to develop AI standards for the telecom sector and its digital ecosystem.
- Published Indian AI Stack Discussion Paper to promote interoperable AI deployment across sectors.
- Released TEC 57050:2023 – Fairness Assessment and Rating of Artificial Intelligence Systems, India's first AI fairness standard.
- TSDSI is also actively shaping global and domestic telecom standards by integrating AI/ML into 5G-Advanced and 6G network architectures. TSDSI Technical Reports (TR), provide details on how AI-driven connectivity is intelligent, secure, and tailored to India's unique socioeconomic needs.

Both the European Union and India have adopted a human-centric and trustworthy approach to AI, creating a strong foundation for deeper cooperation. Through the EU–India Trade and Technology Council (TTC), both partners are working together to promote safe, secure and interoperable AI ecosystems that support innovation while ensuring appropriate safeguards. Under this TTC, a key area for cooperation is AI governance and standards. While EU is implementing its AI Act, India is advancing through its IndiaAI Mission and Safe & Trusted AI initiatives along with exploring creating its own AI Act. Aligning approaches on AI risk management, transparency, accountability and conformity assessment can help reduce regulatory fragmentation and facilitate trusted cross-border deployment of AI systems.
The close collaboration between BIS, CEN-CENELEC, ETSI, TSDSI and ISO/IEC JTC 1/SC 42, 3GPP, ITU, ENISA, NCCS, TEC, DoT, Meity and others, would support the development and adoption of globally relevant and interoperable AI standards. The EU and India can jointly develop methodologies for testing, validation and certification of AI systems, particularly foundation, generative AI models and Agentic AI. Co-operation on AI robustness, resilience against adversarial attacks, secure AI development, protection against model poisoning and prompt injection, and AI supply chain security will help build trusted AI systems for critical sectors such as telecommunications, healthcare, finance and public services.
Digital Product Passport (DPP)
A Digital Product Passport (DPP) is a standardized digital record that accompanies a product throughout its lifecycle. It provides trusted, interoperable and machine-readable information on a product's origin, composition, environmental performance, repairability, maintenance and end-of-life handling, enabling greater transparency and circularity across value chains. The DPP is a cornerstone of the EU's circular economy policy and is introduced under the Ecodesign for Sustainable Products Regulation (ESPR).
Standards are essential to ensure that DPPs are interoperable, secure and globally usable. CEN and CENELEC, through their Joint Technical Committee CEN-CLC/JTC 24, have published the foundational technical standards for the Digital Product Passport (DPP). These eight core standards define how product data is identified, securely stored, validated, and exchanged across European markets to ensure compliance with the Ecodesign for Sustainable Products Regulation (ESPR).
The Digital Product Passport is far more than a compliance tool—it is becoming the digital backbone of sustainable, transparent and circular global supply chains. For India and the EU, cooperation on standards, interoperability and trusted digital infrastructure will be critical to ensuring that businesses, particularly SMEs, can participate seamlessly in future international markets.
The Digital Product Passport (DPP) offers a strong platform for strategic EU–India cooperation across policy, standards, technology, trade, and sustainability. Some of the key cooperation areas are:
- Standards Harmonisation: Align technical standards for DPP data models, identifiers, interoperability, and data exchange.
- Circular Economy: Support implementation of circular economy principles through standardized digital information.
- Interoperability: Ensure Indian DPP systems are interoperable with the EU DPP ecosystem. Promote common APIs, semantic standards, and machine-readable product information.
- Supply Chain Traceability: Joint approaches for traceability of critical raw materials, batteries, electronics, textiles, steel, and other strategic sectors.
- Integration of DPP with India's Digital Public Infrastructure (DPI) Integration and secure mechanisms for trusted cross-border exchange of product information
- Possible Mutual recognition (MRA) and alignment of testing, certification, and conformity assessment procedures.
- Through EU – India TTC explore Joint training programmes, technical guidance, develop practical implementation toolkits and digital solutions, Collaborative R&D on DPP technologies and launch joint pilots.
Digital Identity, Digital Signature, e-invoicing
- Digital identity is increasingly moving beyond simple authentication toward portable, user-controlled, privacy-preserving digital credentials that can be reused securely across its multiple usage across borders. This evolution is central to next-generation DPI and an important area for collaboration between India and the EU.
- Digital Signatures: Under the foundational layers of DPI, digital signatures replace traditional pen-and-paper and is powered by Public Key Infrastructure (PKI) and authorized Certifying Authorities, they provide legal non-repudiation (ensuring the document is authentic and tamper-proof).
- e-Invoicing: e-Invoicing serves as a structured, government-validated digital credential and data exchange mechanism. In systems like India's GST framework, businesses upload invoice payloads (JSON) to the Invoice Registration Portal (IRP), which verifies the document, digitally signs it, and stamps it with an Invoice Reference Number (IRN) and QR code.
Digital Identity is one of the three foundational pillars of Digital Public Infrastructure (DPI), alongside digital payments and data exchange. It provides every individual with a secure, unique, and verifiable digital identity that enables trusted authentication and access to both public and private digital services. In India, the primary example is Aadhaar, while internationally there are systems such as eIDAS in Europe.
Unique Identification Authority of India (UIDAI), a key government body, has established a reliable digital identity system, enabling secure access to banking, government services, and welfare schemes. Aadhaar ensures transparency, reduces fraud, and supports India’s digital economy, making it a cornerstone of financial and digital inclusion.
In India, the work on Digital Signatures & e-Invoicing, digital identity and related financial digital infrastructure in India is primarily undertaken by the Banking and Financial Services Sectional Committee (SSD 03) and IT & IT Enabled Services Sectional Committee SSD 10 - of the Bureau of Indian Standards. SSD 03 serves as India's mirror committee to ISO/TC 68 and its subcommittees, ensuring alignment with international financial standards while addressing India's specific regulatory and market requirements, while SSD-10, mirror committee of ISO TC 351 - Contact Centers, is responsible for developing Indian Standards for IT services, digital signatures, and other IT-enabled services
Within BIS, LITD 16 on “Identification & Data Capture Techniques, Cards And Security Devices” is responsible for Standardization in the area of: a) Smart Cards, Identification cards, security devices and interface associated with their use in inter-industry applications and international interchange. b) Data formats, data syntax, data structures, data encoding, and technologies for the process of automatic identification and data capture and of associated devices utilized in inter-industry applications and international business interchanges and for mobile applications.
eIDAS which stands for Electronic Identification, Authentication and Trust Services is the European Union's legal and technical framework for secure digital identity, electronic transactions, and trust services across all EU Member States. Established through the eIDAS Regulation, it enables citizens, businesses, and public authorities to use trusted digital identities and electronic trust services seamlessly across borders. With the adoption of eIDAS 2.0, the framework has been expanded to introduce the European Digital Identity (EUDI) Wallet, allowing every EU citizen and resident to securely store and share digital credentials.
Digital Identity Interoperability: Interoperable digital identity frameworks provide the foundation for trusted digital transactions by enabling secure authentication and mutual recognition of digital credentials across systems and jurisdictions. They underpin key digital services such as digital signatures, digital wallets, and e-invoicing, while supporting secure, user-centric, and standards-based digital ecosystems.
ETSI TC ESI (Electronic Signatures and Trust Infrastructures), develops and maintains standards that guarantee the interoperability, legal validity, and security of electronic signatures and trust services. These standards underpin secure and interoperable digital transactions across Europe and have become internationally recognised benchmarks for digital trust. ETSI TC ESI deliverables cover digital signatures, Trust Service Provider Requirements, Cryptographic Standards, Certificate Profiles, Trusted Lists, Electronic Delivery, Long-Term preservation, and EUDI Wallet trust frameworks. Some of the most widely referenced ETSI ESI standards includes, EN 319 401 – General policy requirements for Trust Service Providers, EN 319 411 series – Certificate policy requirements, EN 319 421 – Time-stamping services, EN 319 521 – Electronic registered delivery services, EN 319 122/132/142 series – CAdES, XAdES, and PAdES signatures etc.
CEN/TC 434 ‘Electronic Invoicing’ develops European electronic invoicing standards. It created the EN 16931 series, which defines a uniform semantic data model for electronic invoices across the EU to ensure interoperability and compliance with European legislation.
CEN/TC 224 is responsible for standardization of Personal identification and related personal devices with secure element, systems, operations and privacy in a multi sectorial environment. It includes digital identity wallets, personal identity data management, personal identity data storage, presentation and format, electronic identification and authentication, electronic signature, payment and charging, access and border control, biometric verification and identification.
- CEN/TC 224/WG 17 – “Protection Profiles in the Context of SSCD”: Its work includes the EN 419211 series on Secure Signature Creation Devices (SSCDs), the EN 419221 series on Trust Service Provider (TSP) cryptographic modules, the EN 419241 series on Trustworthy Systems Supporting Server Signing, and the EN 419251 series on authentication devices.
CEN/TC 224/WG 20 ‘European Digital Identity Wallets’ is dedicated to standardization of EUDI wallet. CEN/TC 440: Electronic Public Procurement- CEN/TC 440 is responsible for developing European Standards to enable interoperable and secure electronic public procurement (eProcurement) across the procurement lifecycle. The committee has developed standards for Business interoperability interfaces (BII) including e-Catalogue, e-Ordering, e-Fulfilment etc.
CEN/TC 445: Digital information Interchange in the Insurance Industry – It has developed EN 17419-1:2020 - Transfer of electronic documents - Part 1: Process and Data Model
This cooperation between EU and India is already delivering concrete outcomes — including the Administrative Arrangement on Advanced Electronic Signatures and Seals signed in January 2026, which marks an important step toward enabling trusted cross-border digital transactions. The Administrative Arrangement was concluded between India’s Ministry of Electronics and Information Technology (MeitY) and the European Commission’s Directorate-General for Communications Networks, Content and Technology (DG CONNECT). It establishes a structured framework for cooperation on:
- Trusted Lists of recognised trust service providers,
- Public Key Infrastructure interoperability, and
- Validation of advanced electronic signatures and seals.
The work by BIS TC SSD 10 on IT and IT enabled services also provides an excellent foundation for cooperation with European standards organizations such as CEN, ETSI and international bodies such as ISO.
Through this technical committee, BIS is undertaking the adoption of the full ETSI Electronic Signatures and Trust Infrastructures (ESI) standards portfolio as Indian Standards. As part of this initiative, the committee has published IS 18595:2024, IS 19155:2025, IS 19156:2025, IS 19278 (Part 1):2025, and IS 19332:2025, which are adopted from the corresponding ETSI standards. The committee continues to work towards the adoption of the remaining ETSI ESI standards, with the objective of establishing a harmonized standards framework for electronic signatures and trust services in India. This alignment with internationally recognized ETSI standards is expected to enhance interoperability, strengthen security and trust, and facilitate cross-border digital transactions and trust services.

SESEI Project (Seconded European Standardisation Expert in India): The SESEI project was launched in March 2013 with the overarching goal of raising awareness of the European Standardization System, its values, and strategic benefits within India. The sixth phase of the SESEI Project VI, commenced from August 2024 until July 2027.
The project is a collaborative initiative, supported and operated by the European Committee for Standardization (CEN), the European Committee for Electrotechnical Standardization (CENELEC), and the European Telecommunications Standards Institute (ETSI), along with the European Commission’s Directorate-General for International Partnership (DG INTPA) and the European Free Trade Association (EFTA). The main objectives of the Project are:
- Strengthen cooperation between India and Europe on standards, technical regulations, and policy frameworks.
- Support European and Indian companies in resolving standardization-related challenges that may impede market access.
For the Sixth Phase of the SESEI Project, priority areas have been carefully identified to align with the evolving strategic goals of EU–India cooperation, particularly under the framework of the EU–India Trade and Technology Council (TTC). These focus areas aim to strengthen the alignment of Indian standards with International and European standards, especially in sectors of mutual interest and strategic importance. These high-quality study report will support evidence-based dialogue between European and Indian stakeholders and identify opportunities to strengthen cooperation under the EU–India Trade and Technology Council (TTC), the Free Trade Agreement (FTA), and other related bilateral initiatives including SESEI.

The study report shall also examine the role of standards in enabling interoperability, trust, and secure digital trade, and conclude with practical recommendations to strengthen future EU–India cooperation in the selected area.

SESEI Project (Seconded European Standardisation Expert in India): The SESEI project was launched in March 2013 with the overarching goal of raising awareness of the European Standardization System, its values, and strategic benefits within India. The sixth phase of the SESEI Project VI, commenced from August 2024 until July 2027.
The project is a collaborative initiative, supported and operated by the European Committee for Standardization (CEN), the European Committee for Electrotechnical Standardization (CENELEC), and the European Telecommunications Standards Institute (ETSI), along with the European Commission’s Directorate-General for International Partnership (DG INTPA) and the European Free Trade Association (EFTA). The main objectives of the Project are:
- Strengthen cooperation between India and Europe on standards, technical regulations, and policy frameworks.
- Support European and Indian companies in resolving standardization-related challenges that may impede market access.
For the Sixth Phase of the SESEI Project, priority areas have been carefully identified to align with the evolving strategic goals of EU–India cooperation, particularly under the framework of the EU–India Trade and Technology Council (TTC). These focus areas aim to strengthen the alignment of Indian standards with International and European standards, especially in sectors of mutual interest and strategic importance. The key priority areas are broadly categorized as:
- Digitization
- Green & Clean technologies
The “EU-India Conference on Standards & Emerging Technology” is a platform established by the the SESEI Project. The 5th edition of the Indo-European Conference will continue to serve as a platform for dialogue among policymakers, industry, and technical experts on priority areas, aiming to strengthen synergies on issues of mutual importance, identifying new areas and scope for collaboration and bridge gaps to ensure advancement through dialogue, discussion and sharing of best practices.
The conference will be a two-day high-level event bringing together stakeholders from India and Europe.

The study reports will serve as key supporting documents for the conference, providing the foundation for the thematic sessions and facilitating informed discussions among experts from the European Union and India.
Each study report on the topic of the conference will provide an in-depth assessment of the selected topic by analysing the policy, regulatory, and standardisation landscape, identifying key challenges and opportunities, benchmarking international best practices, and developing practical recommendations to enhance EU–India cooperation on the identified topics.
These high-quality study report will support evidence-based dialogue between European and Indian stakeholders and identify opportunities to strengthen cooperation under the EU–India Trade and Technology Council (TTC), the Free Trade Agreement (FTA), and other related bilateral initiatives including SESEI.

The study report shall assess the policy, regulatory, and standardisation landscape in both the European Union and India, with a focus on the selected topic. It shall review relevant international standards, ongoing standardisation activities, and emerging regulatory developments, while identifying key implementation challenges, gaps, and opportunities for alignment.
The study report shall also examine the role of standards in enabling interoperability, trust, and secure digital trade, and conclude with practical recommendations to strengthen future EU–India cooperation in the selected area.

Applicants should demonstrate expertise in the subject area, policy analysis, European and Indian regulatory frameworks, international standardisation, and strong analytical and report-writing skills.

Each proposal received will be screened for eligibility. Should the proposal comply with the criteria indicated herein, applicants will receive notification of the proposal's eligibility (label "eligible"). Rejected applications will be labelled as "non eligible".
