ETSI’s Statement on European standardisation and the EU Commission’s forthcoming European Product Act

(February 2026)

ETSI supports the European Commission’s initiative to modernise EU product legislation, including revisions to the New Legislative Framework and Market Surveillance Regulation. While recognising the value of greater regulatory coherence, ETSI emphasises that the main challenges in European standardisation lie in implementation and process efficiency rather than in the existing legal framework. ETSI calls for faster citation of standards, stronger stakeholder involvement, and preservation of voluntary, consensus-based standardisation to ensure innovation, global competitiveness, and effective market surveillance in a rapidly evolving digital economy.

ETSI’s Response to the EU Commission’s Call for Evidence on the EU Quantum Act

The European Commission released a Call for Evidence on the EU Quantum Act, aimed at advancing the key priorities of the Quantum Europe Strategy, which outlines Europe’s ambition to become a global leader in quantum technologies. Building on its initial response to the Strategy, ETSI reiterates the need to address standardisation requirements for quantum technologies ahead of the Act.

ETSI’s Response to the EU Commission’s Call for Evidence for the Revision of the New Legislative Framework

The European Commission launched a call for evidence on revising the New Legislative Framework (NLF). ETSI, a leader in digital standardisation at European and international levels, provides insights on strengthening the NLF and underscores that harmonised standards constitute a key element of its success in supporting the EU’s Single Market and EU policy objectives. ETSI welcomes efforts to enhance efficiency, transparency, and enforcement, while emphasising the need of adequate safeguards for market surveillance authorities. ETSI reiterates that the CE marking remains a trusted indication of compliance and invites for a thorough assessment of the Digital Product Passport’s benefits and sectoral impacts. ETSI reaffirms that its direct-participation and consensus-driven model can be better leveraged to support the digital and sustainable transitions.

The European Commission released the Call for Evidence on the revision of the Standardisation Regulation (EU) 1025/2012 on European Standardisation with the aim of making the standard-setting processes faster and more accessible. The European Telecommunications Standards Institute (ETSI) offers insights to improve the European Standardisation System ahead of the revision.
