Standardization Conference Explores EU Cyber- Security Legislation

The European Standards Organizations (ESOs), CEN, CENELEC and ETSI, joined forces with ENISA, the European Union Agency for Cybersecurity, to organize their 6th annual conference. The virtual conference focused on ‘European Standardization in support of the EU cybersecurity legislation’. The event opened with the European Standards Organizations, ENISA and the European Commission giving an overview of the EU cybersecurity standardization landscape. 

 

The purpose of the conference was twofold. First of all, the event presented current developments in the area of cybersecurity standardization. It also fostered a dialogue among policy makers, industry, research, consumer associations, standardization, and certification organizations, including all of those involved in the development of the ICT certification framework in Europe.


The EU Agency for Cybersecurity seizes the opportunity of the standardization conference to issue two new reports on standardization in support of cybersecurity policy. The first is overview of existing standards in relation to risk management describing methodologies & tools used to meet standards’ requirements. The second report focuses on 5G cybersecurity and analyzes standards contributing to the mitigation of technical and organizational risks in the 5G ecosystem. Both reports identify standardization gaps, and provide recommendations to enhance standards coverage in these areas, based on the needs of stakeholders.

MEC is Ramping up with Phase 3 Work on Multi-Access Edge Computing

In the last two months, ETSI MEC has updated many Phase 2 reports and specifications. For its Phase 3 work, the ISG MEC recently released the updated MEC Terminology, ETSI GR MEC 001. A major milestone of the group is the ETSI specification on MEC Framework and Reference Architecture, GS MEC 003, introducing the MEC Federation architecture variant. This concept is a key enabler for supporting the requirements coming from GSMA OPG (Operator Platform Group). It enables inter-MEC system communication and allows 5G operators to collaborate among themselves and with service cloud providers and other stakeholders. This architecture also "federates" their edge computing resources by offering their MEC service capabilities for mutual consumption, and for application developers and end customers (e.g. vertical market segments).


MEC Open Area : In addition, the group enhanced its MEC Open Area with drafts of two updated specifications to foster the collaboration with other bodies such as GSMA and 3GPP. These two specifications on Edge Platform Application Enablement (MEC 011) and Federation enablement APIs (MEC 040), are critical for Phase 3 work, especially in the view of MEC Federation. Publicly available, this open area provides visibility to all stakeholders about ISG MEC’s on-going progress on key specifications.

ETSI Announces Second Release on Self-Adapting Autonomous Networks

Following on from meetings conducted in late 2021, ETSI has now completed Release 2 of its Experiential Networked Intelligence (ENI) specifications with the system architecture ETSI GS ENI 005ETSI GS ENI 005 and associated documents will provide better insight into network operations - allowing more effective closed-loop decision making plus better lifecycle management. Through its use, operators will be able to leverage acquired data and apply artificial Intelligence (AI) algorithms to it. This will mean that they can respond much quicker to changing situations and gain far greater agility. The services being delivered across their networks may thereby be rapidly adapted and the resources they have available correctly assigned in accordance with subscribers’ requirements, or any other alterations in circumstances (either operationally or commercially driven).


An industry specification group (ISG) focused on ENI was first established by ETSI five years ago.  ETSI ENI Release 2 defines the key architectural requirements (GS ENI 002), and provides a more comprehensive array of potential use cases (GS ENI 001) and applicable proof of concept (PoC) specifications. To support this release, the ENI ISG has produced a series of reports.

ETSI Launches Education Programme for Next Generation of ICT Professionals

ICT standardization plays an important role for interoperability and innovation and its practice remains a topic that is not easily accessible. To try to remedy this situation and prepare the next generation of standards professionals, ETSI has developed comprehensive teaching materials on education about ICT standardization. Written by a team of professors, researchers, and standards professionals, the first edition of the textbook was published in 2018 with the support of the European Commission and the EFTA Secretariat. We are now launching a fully revised and enriched edition of these teaching materials. These are targeted at third-level education, primarily for students of engineering or scientific subjects. The book and the slide set are structured in a modular form so that components can be used in business or law courses, or the whole can be used as a course on standardization in engineering degrees.


Due to the rapid technological advances in ICT, ICT standardization seems to become increasingly restricted to the expert, while remaining mysterious to the non-expert. Thus, the textbook is an attempt to remove the accessibility barriers related to the understanding of ICT standardization. The 1st Edition and the associated slides have already been used by many universities and students throughout Europe. ETSI Announces First Specification for Smart Contracts

ETSI has just released GS PDL 011 the first in a series of specifications that are concerned with the implementation of permissioned distributed ledgers (PDL). This and following specifications will help with the realization of the numerous operational and security advantages of a decentralized approach to the recording of transactions, while simultaneously being both inexpensive to perform and inherently scalable.

ETSI’s industry specification group for PDL (ISG PDL) was formed with the objective of establishing an open ecosystem upon which trusted and fully compatible PDL solutions could be built. The group includes mobile operators, semiconductor vendors, telecom equipment suppliers, agriculture manufacturers, automotive brands, plus several highly respected research institutes.


The new PDL group specification (GS PDL 011) produced by the ETSI ISG will provide a functional framework to adhere to when smart contract activities are being undertaken, without repudiation being a threat. This will thereby prevent the prospect of fraud occurring.

ETSI Advanced Mobile Location Standard Now Permits European Smartphones to Send Caller Location in Emergency Calls

Since 17 March all smartphones sold in Europe are required to comply with Advanced Mobile Location for emergency communications. AML was standardized in ETSI TS 103 625 by the ETSI technical committee on emergency communications (EMTEL) in December 2019. It is already helping emergency services dispatch the needed resources efficiently in Europe and worldwide.

 

AML meets the requirements of the Delegated Regulation 2019/320 which makes it mandatory that all the smartphones sold in the European single market send the caller’s handset-derived location information when launching an emergency communication. The legislation specifically requires that smartphones process data from Global Navigation Systems, compatible and interoperable with at least the Galileo system, and Wi-Fi data to establish the caller's position. AML is a protocol to transport the data (using SMS and/or HTTPS) from the smartphone to the emergency call centre. It provides the accurate location of the caller to the Public Safety Answering Point (PSAP) in a manner that is compliant with privacy regulations.

 

In parallel, ETSI is finalizing ETSI TS 103 825 that will provide the Test Purposes to develop AML test descriptions for handsets. This new standard will help Notified Bodies assess the compliance of manufacturers’ smartphones with AML. AML is supported by the main two operating systems, iOS and Android, and is already deployed in 30 countries worldwide.

Newly Launched C-V2X Service Demonstrated at ETSI Plugtest Event

At the 3rd ETSI C-V2X PLUGTESTSTM interoperability event, held in partnership with 5GAA and hosted by DEKRA, Vodafone has demonstrated a new C-V2X platform designed to connect road users directly with transport authorities, enabling safety information, hazard warnings and traffic updates to be shared with users in real-time.  The new C-V2X platform is based on ETSI TC ITS and 3GPP mobile communication standards. Vodafone plans to launch the platform within its own Vodafone Automotive apps later this year. C-V2X (Cellular Vehicle-to-Everything) is an Intelligent Transport System (ITS) service using mobile communications technology for direct and network-based communication between vehicles, from vehicles to pedestrians and from vehicles to infrastructure. 2022 is an important year for implementing and deploying ITS services in many regions in the world, ETSI and 3GPP standards will play a significant role in making our roads safer.
