Dear Readers,

We welcome you all to the eleventh Edition of the SESEI Newsletter_ India. In this newsletter, we cover recent updates from the EU around emerging technologies covering strategy and standards as developed in the concerning priority sectors of Project SESEI for the period of January to March 2022.

At the outset, we are pleased to share that a Memorandum of Understanding (MoU) has been signed between Bureau of Indian Standards (BIS) with ETSI and CEN-CENELEC. The signing of the MoU’s is a significant milestone for the Project SESEI and the project partners as it will further strengthen our ongoing cooperation between European standardisation bodies and BIS on various topics of mutual interest.

The European Commission (EC) has released its Strategy on Standardisation - Setting global standards in support of a resilient, green, and digital EU single market. The strategy has reinforced co-operation around Standardisation and its harmonisation to International Standards and promoting existing international standards. European Committee for Standardization (CEN) and European Committee for Electrotechnical Standardization (CENELEC), welcomed the new European Standardization Strategy which also reinforces the common efforts to deliver on the ambitions of the twin transition and have also provided their response on the proposal for an amendment to Regulation (EU) No 1025/2012 – which sets the principles for how the European Standardization Organizations (ESOs) support European legislation

The European Commission has also proposed new rules on who can use, and access data generated in the EU across all economic sectors. This Data Act will ensure fairness in the digital environment, stimulate a competitive data market, open opportunities for data-driven innovation and make data more accessible for all. The European Commission have also proposed new rules to establish common cybersecurity and information security measures across the EU institutions, bodies, offices, and agencies. The proposal aims to bolster their resilience and response capacities against cyber threats and incidents. A virtual conference focused on ‘European Standardization in support of the EU cybersecurity legislation’ was also organized by the ESO’s to present the current developments around cybersecurity standardization and it fostered a dialogue among policy makers, industry, research, consumer associations, standardization, and certification organizations, including all of those involved in the development of the ICT certification framework in Europe.

EN 17529 ‘Data protection and privacy by design and by default’ has been developed by the CEN-CLC/JTC 13 ‘Cybersecurity and Data Protection’ covering requirements for manufacturers and/or service providers to implement Data protection and Privacy by Design and by Default (DPbDD) early in their development of their products and services, i.e. before (or independently of) any specific application integration, to make sure that they are as privacy ready as possible. CEN and CENELEC have also released “CEN-CENELEC Protocol on accessibility following a Design for All approach in standardization”. The protocol outlines the procedure to help technical bodies decide whether accessibility, with a Design for All approach, should be addressed when developing or revising a standardization deliverable. On this subject of accessibility, India has also adopted EN 301 549 and released an Indian Standard IS 17802 Part-1 covering accessibility requirements for ICT Project & Services.

To aid in the development of a European Professional ICT workforce, it is important to provide education and training fit to meet the requirements of the ICT professional community. On this, CEN-CENLEC has introduced Technical Specification CEN/TS 17699 ‘Guidelines for developing ICT Professional Curricula as scoped by EN 16234-1 (e-CF)’ and ETSI has released, updated and revised education and comprehensive teaching materials on education about ICT standardization. These steps will support the development of a competent, professional European ICT workforce. Standardization and focus on the Accessibility, Sustainability and Smart Technologies is the main emphasis of the CENCENELEC Work Programme 2022. CEN-CENELEC have also released its new CEN and CENELEC Guide 39 on the role of standards in support of technology transfers. Standardization and innovation are often presented by arguing that standardization can block innovation. This guide helps to counter this argument by highlighting the role of standards in promoting innovation in the marketplace. The main target audience of this Guide are researchers, providers of new technologies, entrepreneurs, and start-ups that are interested in making use of standardization to support a research outcome into a market innovation.

European Telecommunications Standards Institute (ETSI) during this quarter have released many new standards and specifications covering Release 2 of its Experiential Networked Intelligence (ENI) specifications with the system architecture ETSI GS ENI 005, which will provide better insight into network operations - allowing more effective closed-loop decision making plus better lifecycle management and first specifications for the Smart Contracts GS PDL 011 , which is the first in a series of specifications that are concerned with the implementation of permissioned distributed ledgers (PDL). A White Paper titled as “An Introduction of Permissioned Distributed Ledger (PDL)” was published by the this PDL working group at ETSI and it outlines that smart contracts will play a critical role in PDL, and the integrity through the entire lifecycle of a smart contract needs to be guaranteed. ETSI has also standardized its Advanced Mobile Location Technical specification ETSI TS 103 625 which builds on the Advanced Mobile Location initiative described in ETSI TR 103 393 and is being used in an increasing number of countries to improve the precision and accuracy of a caller's location information for emergency calls from mobile handsets.

A standard supporting Energy transition EN 17463 ‘Valuation of Energy related investments (VALERI)’ is also released by CEN-CENELEC and it is an important breakthrough in the developing field of “green finance”, it lays down a clear and comprehensive path towards the economic evaluation of actions to improve energy performance.

Discover New EN 17529 on Data Protection and Privacy by Design and by Default

Privacy and personal data protection are essential in our current society as our offline and digital experiences are increasingly entwined. To ensure that these essential values are taken into account early on in the development of products and services, newly developed EN 17529 ‘Data protection and privacy by design and by default’ provides manufacturers and service providers with requirements before, or independently of, any specific application integration.

EN 17529 was developed in response to a request from the European Commission and is a perfect example of how European standards can be developed to complement international adoptions to address European values. Under this same mandate, there are also two Technical Reports that are currently being finalized which contain recommendations on how to integrate the principle of ‘data protection and privacy by design’ during the entire lifecycle of biometric access-control products and services, in order to achieve ‘data protection and privacy by default’. EN 17529 was developed by CEN-CLC/JTC 13 ‘Cybersecurity and Data Protection’, the Secretariat of which is currently held by DIN. JTC 13 is currently working on more standards to address similar issues, notably through its Working Group 5 ‘Data Protection, Privacy and Identity Management’.
