As part of the ‘ACTION PLAN Structural solutions to decrease the stock of non-cited harmonised standards’ agreed between the ESOs and the Commission, the European Commission has created a new framework, replacing the current system of New Approach Consultants, for the joint assessment of harmonized standards in the sense of art. 10(5) of regulation EU/1025/2012. To that extent, the Commission has appointed a contractor: Ernst & Young who is in charge of team of HArmonized Standards Consultants (HAS Consultants).

Unfired Pressure Vessels and the Pressure Equipment System of the future

State of play and perspectives” Mr Dinesh CHAND SHARMA, in India (SESEI), can cater to your needs and boost your business in India? Some European stakeholders have already taken advantage from their support and benefited from their knowledge and network.
Background
The development and deployment of Smart Grids in India are carried out through India Smart Grid Task Force (ISGTF) and India Smart Grid Forum (ISGF), which has been under the aegis of the Ministry of Power (MoP) for the past three years. Already 14 Smart Grid Pilots are rolled out in Indian states. A National Mission on Electric Mobility (NMEM) is also put in place with a target of 6-7 million Electric Vehicles. India has a dedicated ministry for New and Renewable Energy, which has put the Ambitious target of adding 175 GW of renewable generation capacity and 60 GW of wind power in it by 2022, launching the Grid Connected Rooftop and Small Solar Power Plants Programme. With all of this Bureau of Indian Standards (BIS) is also catching up on standardization work in the area of Smart Energy. BIS has already released AC direct connected watt-hour smart meter, data exchange protocol of smart meter and currently working on formulating standards for Panel Meter, transformer-operated smart meter, power system cyber security etc. During the workshop, Mr Dinesh CHAND SHARMA will share insights into the Indian Policy and Standardization landscapes around Smart Energy covering Grid Modernization efforts by the Government of India, Smart Grid Pilots, the role of renewables and the status of standards around LVDC, Smart Grid and Smart Metering.

6TiSCH Plugtests – 17-19 July 2015
ETSI is organising the 1st (IPv6 over the Timeslotted Channel Hopping mode of IEEE 802.15.4e) Plugtests™ in Prague, Czech Republic from 17 to 19 July 2015 with the support of the Internet Engineering Task Force (IETF) 6TiSCH Working Group and the H2020 Festival project. This event will be co-located with the 93rd IETF meeting (20 – 24 July 2015). The 6TiSCH Plugtests™ event will focus on assessing the interoperability of different implementations based on the draft-ietf-6tisch-minimal specification.
National Summit on Smart Cities- India 2015 – 11th September 2015

oneM2M Interop – 14-16 September 2015
ETSI and TTA are pleased to announce the first oneM2M Interop event that will be held from the 14 to 16 September in the ETSI premises, in Sophia Antipolis, France. This event will be co-located with the oneM2M Technical Plenary #19 meeting (07-11 September 2015).
The purpose of this event is to verify the primitive’s interoperability as defined in the oneM2M standards and to check end-to-end functionality on oneM2M interfaces Mca (Application Entity – Common Service Entity) and Mcc (Common Service Entity – Common Service Entity).
3rd ETSI/IQC Workshop on Quantum-Safe Cryptography – 5-7 October 2015
This 3rd ETSI/IQC workshop on Quantum-Safe Cryptograph, aims at verifying on the one hand some of the ideas arisen in various discussions on the ETSI QSC White Paper and in particular to identify further development in the area of QSC as well as its practical application. Here the most recent requirements from industry and administrations, but also potential solutions stemming from the most recent research will be presented during this workshop.
Standards and Regulations – 09 October 2015
Legislation is mandatory, set by public bodies and is accompanied by sanctions for non-compliance. As market-based tools, on the other hand, standards are developed for and by all interested parties, their use is voluntary and they are taken up when the market needs them. Workshop on Telecommunication Quality beyond 2015 – 21-22 October 2015
ETSI TC STQ is organising a workshop on “Telecommunication Quality beyond 2015”. The event, hosted by A1 Telekom Austria, will take place in Vienna, Austria, on 21-22 October 2015. TC STQ is responsible for standardization relating to terminals and networks for speech and media quality, end-to-end single media and multimedia transmission performance, Quality of Service (QoS) parameters for networks and services and Quality of Experience (QoE) descriptors and methods.
This workshop on “Telecommunication Quality beyond 2015” aims at connecting experts working in this area and providing them the opportunity to present their work and share their experiences.
2nd Indo-European Dialogue on ICT Standards & Emerging Technologies – 4 November 2015
The event will present the audience with an overview of the major key ETSI standardization work areas and in parallel set the scene on what is being achieved in India on those specific areas. The agenda will take us through the latest standardization developments in the areas of Machine to Machine (M2M), Intelligent Transport Systems (ITS), Network Functions Virtualization (NFV), future mobile technologies (5G) just to name a few. The detailed discussions, sharing of knowledge and best practices between the ETSI/European ICT experts and the Indian ICT community will create synergies and open new venues for collaboration to happen.
Indo-European Dialogue on ICT Standards & Emerging Technologies – 4th November 2015
- In view of the resounding success and positive feedback of its first event held on 13-14 March 2014 in India, ETSI organized the 2nd edition of the “Indo-European dialogue on ICT standards & Emerging Technologies”, on November 4th 2015 in New Delhi. The event was organized under the scope of Project SESEI for bridging the ICT Indo European dialogue and in particular for bringing forward and promoting ETSI’s work and ongoing activities within the Indian standardization community and its actors. The event was held back to back with the 2nd EU-INDIA Co-Operation on ICT Standards Project (http://www.indiaeu-ictstandards.in/) workshop which took place on the 5thNov
- ETSI once again brought together technical experts from its community and Indian stakeholders for sharing and learning from each other. Strengthening the existing dialogue further in key ICT standardization areas and by hearing from the Indian perspective, their specific requirements and specifications which will help us bridging the two regions even more and create a true long lasting Indo-European dialogue and relationship. This event represented another opportunity to provide stakeholders with an update of present and future ETSI standardization activities and to trigger dialogue with Indian stakeholders for assessing where potential standardization gaps can be bridged and where new venues for collaboration can be established. In summary, maintaining this dialogue strengthens 1) ETSI’s image in India as the privileged ICT SDO to collaborate with, 2) the creation of new venues for collaboration and 3) the relations with local partners and members.
- Event Programme and side meetings: the topics identified for this 2nd dialogue were consistent and in-line with key ongoing ICT trends and policy initiatives/needs for India and Europe. Event was inaugurated by H.E. Tomasz Kozlowski, Ambassador designate and Head of Delegation of the European Union to India, and Shri Rakesh Garg, IAS, Chairman TC & Secretary (T), DOT, Ministry of Communications & IT, Govt. of India along with Mr. Luis Jorge Romero, Director General – European Telecommunications Standards Institute (ETSI), Mr. Rajan Mathews, Director General, Cellular Operators Association of India (COAI), Dr. Asok Chatterjee, Director General, Telecom Standards Development Society India (TSDSI), Prof Sandip S Inamdar, Chairman, R&D Committee, Global ICT Standardisation Forum for India (GISFI) and Mr. T.V. Ramachandran, Chairman Telecom Sector Council, European Business Group. The conference presented the audience with an overview of the following themes while covering the European and Indian perspectives:
- Smart City enablers (Internet of Things, Smart Appliances and Machine to Machine)
- 5G enablers (Network Functions Virtualization, Spectrum choices for the future and Mobile Edge Computing)
- Societal enablers (Cyber Security, Lawful Intercept, 3GPP/Telecom Security and Privacy & Trust)

- The conference was attended by over 210 participants, representing the gamut of Indian ICT stakeholders i.e. Indian Standardization Bodies, senior officials from Ministry of Communications and IT, BIS (Bureau of Indian Standards), Telecom, SP/NLD (Internet Service Provider/National Long Distance) Operator community, IT and Telecom Equipment Vendors, Telecom, Industry Association and Academicians associated with standards and Technology.
The European representation consisted of ETSI delegation, EU & EFTA Country Embassies representation / concerned officials and Delegation of the European Union to India. - SESEI Role: SESEI has been closely following the progress of standards development activities in India, including challenges and issues of the ICT sector. SESEI along with ETSI identified a suitable timelines to schedule conference to present the most recent standardization work and new technologies being worked at ETSI including Security work at 3GPP. SESEI maintained dialogue with ETSI and the Indian ICT Community to identify topics, themes and issues to be taken up during this two day conference and workshop. In coordination of ETSI, identified topics, sub-topics, Indian speakers, extending invitation to Indian speakers and personally ensuring their availability. Defined the progamme flow, background papers for each session and played the role of master of entire activities, ceremonies during the Conference and Workshop.
- The event was highly successful and appreciated amongst both Indian and European ICT Communities, Ministry of Communications & IT, Vendors and operator community equally. Topics, themes, selection of speakers, flow of the event received positive comments and observation from delegates as well as speakers. Above all, the event was a constructive and positive milestone towards re-affirming the dialogue between Europe and India on ICT Standards and ETSI’s image in India.
- Take-aways & Follow-up for SESEI/ETSI: The event provided an opportunity not only to present ETSI’s standards activities but was also instrumental for understanding where India stands in these different areas presented and what are the Indian requirements. The summarization of the event and follow-up action items emerging post the discussions held at the event are;
- Working together is the right way forward, Project SESEI is instrumental connecting the two regions SDOs and associated activities
- Security is essential, let’s work and address it together
- Work on Standards through TSDSI has progressed well: continue positioning India in the global space by participation, and contribution and working together.
- ICT sector needs global standards and India, being the 2nd largest market for the ICT sector, needs to position itself as a global player
- Topics such as 5G, NFV/SDN, M2M/IoT, Mobile Edge Computing etc. are the topics of mutual interest and cooperation shall continue through Project SESEI and other existing agreements in place.
