Background Information
In recent years major economic, political and social changes in Asia, Europe and other regions of the world, have opened new markets and have created new opportunities for trade and investment relations between these regions and Europe. Recognizing the importance of these developments for the European economy, the European Standards Organizations (the ESOs), CEN, CENELEC and ETSI, decided to look for opportunities to intensify their dialogue with key partners in the different regions, such as Central and Eastern Europe, the Mediterranean area, Northern Asia, the Asian Pacific region, South and Central America and Africa.
This initiative is in alignment with the EU policy to promote the visibility of European Standardization in third countries and the stated desire of the EC to establish a post for a Seconded European Standardization Expert in strategically important regions/countries. Such a position was established in India, with the support of EC and EFTA.
Objective and Expected Results
Objective
This project aims at strengthening the establishment of a European Standardization expert to operate in India with the task to channel the interests of the European standardization community in India as a whole.
Key areas of field activity have been defined and the Project shall achieve following detailed results:
A. Results to be achieved in the area of Market intelligence
- Maintain solid business network in India; this includes contacts with existing members of ETSI and NSO’s already operating in India
- Update on personnel / structural / policy changes for the key players for standardization in India on their work program, processes and players
- Survey new standardization activities in India both by Indian and non-Indian organizations; observe competing non-European standardization organizations
- Be attentive to eventual further changes of the Indian national standardization legislation
- Identify areas where EN standards are adopted and/or are widely used in India
- Inform about changes in India market of strategic interest for European standardization bodies
- Identify to what degree non-Indian national, international, sector, and consortia standards have been adopted and implemented in India
B. Results to be achieved in the area of Visibility of ESO’s
- Propagate values of European model of standardization and the New Approach for legislation
- Explain advantages of EN standards: market access to all European countries, no conflicting standards, voluntary, presumption of conformity, etc.
- Focus on an unified European voice in standardization
- Arrange and participate in workshops, seminars and events related to European standardization
- Ensure and enlist support of European industry (incl. ETSI member organizations) for activities in India
C. Results to be achieved in the area of Cooperation with India
Convince Indian standardization partners to closely cooperate with international organizations (ISO/IEC) and to adopt international standards wherever possible.
- Promote use of European Standardization Deliverables as basis for Indian standardization activities wherever possible
- Identify areas of common interest for standardization; increase participation in Indian standardization activities; identify areas for new international / global standardization initiatives
- Seek and observe equal opportunities for participation in Indian standard production processes, the way Indian partners are allowed to participate in European standardization activities
- Identify areas for technical collaboration in the field of standardization and related support and research activities
- Formalize cooperation activities with India; formalize use of EN standards by Indian authorities
- Increase Indian cooperation in ESO-related partnerships and initiatives such as 3GPP; identify new potential member organizations
- Establish and maintain cooperation agreements with Indian partner organizations
D. Results to be achieved in the area of IPR
- Support activities related to increased transparency and better compliance with IPR rules
- Identify IPR rules adopted by Indian standardization organizations; encourage these organizations to strengthen IPR rules
